State fines a councilmember $400 over a 2023 recusal. The Fair Political Practices Commission’s Enforcement Division and Councilmember Robinson signed a streamlined stipulation, Case 2025-00236, imposing a $400 penalty under Government Code section 87105. The violation: on October 3, 2023, when the Council considered the City’s contract with Urban Tilth, she left the room but did not state her financial interest on the record. The stipulation was made public in August 2026. The Enforcement Division found insufficient evidence that she made, participated in, or influenced the decision.
