How to find Richmond agendas and speak at a meeting
From City of Richmond pages. Confirm the date, time, and comment instructions on that week’s published agenda.
Where agendas live
Council Agenda Documents — City page for Council agendas, packets, minutes, and archived documents.
Current packets (January 2022 forward) are in the City’s eSCRIBE system. From the Council Agenda Documents page, open the eSCRIBE link, use the list icon to find a meeting date, then open the HTML agenda and the PDF attachments for each item.
Older packets (2006–2021) are in the City’s SIRE / AgendaPLUS archive, linked from the same page.
Per the City’s Council Agenda Documents page, the City Council regularly meets on the first, third, and fourth Tuesday of every month. Always confirm the date and start time on that week’s published agenda; special and closed sessions are posted separately. Usual start times on the City’s Council meetings page are about 3:30 p.m. for the open session before closed session and 6:00 p.m. for the regular evening meeting; the agenda controls.
Agenda items: File a pink speaker’s card with the City Clerk before the Council considers the item. Once the Clerk has announced the item, only people who filed cards are called. Non–public-hearing agenda items: up to two minutes.
Open Forum (items not on the agenda, or remaining consent items): File a pink speaker’s card before Open Forum begins. Time depends on how many speakers signed up: 15 or fewer → up to 2 minutes; 16–24 → up to 1½ minutes; 25 or more → up to 1 minute.
Public hearings: Appellant and principal opponent up to eight minutes each, with a two-minute rebuttal each; other speakers up to three minutes (Resolution No. 27-06; the Council may adjust times by a five-member vote).
Consent Calendar: Items pass in one motion unless removed. To pull an item, complete a speaker’s card and talk with a knowledgeable staff member before filing the card and before Agenda Review.
Zoom webinar: join via the Zoom link on the City’s Council meetings / agenda pages (webinar ID 993 1220 5643, passcode ccmeeting). Follow the agenda for when public comment opens; in-person speakers are usually called first.
Phone: dial a Zoom number listed on the agenda or Council meetings page (for example 1-669-900-6833), enter the webinar ID, and follow the agenda’s instructions to raise your hand and unmute when called.
Written comments: use the email address, subject-line format, and deadline stated on that week’s published agenda. The City’s Council Agenda Documents page states that written public comments received are published with the meeting minutes.
Mail: Office of the Clerk, 450 Civic Center Plaza, Richmond, CA 94804 — use any deadline stated on that week’s agenda.
eComments: available in eSCRIBE once an agenda is published, until public comment on that item ends.
